CRA Candidate Harmonised Standards: National Public Enquiry Entries Across All 27 EU Member States (as of 13 August 2026)
- The CEN-CENELEC horizontal EN 40000-1 series (Parts 1-1, 1-2, 1-3) has largely closed public enquiry and moved toward approval and delivery. The ETSI EN 304 6xx vertical series is in combined Public Enquiry and Vote routed through national bodies.
- Verified deep links exist for DE (DIN Media), FR (AFNOR Norm’Info), NL (NEN), ES (UNE/BOE), SE (SIS), FI (SFS), DK (DS webshop), EE (EVS), SI (SIST) and PL (PKN). The remaining states route through email-gated or registration-gated national portals where individual CRA drafts are not statically catalogued.

Austria (ASI)
NSB: Austrian Standards International. Designation: OEVE/OENORM EN 40000-1-x. Verified: OEVE/OENORM EN 40000-1-3:2026-01-01 (located via the DIN Media international listing). Austrian Standards operates its own draft comment portal (Entwurfsportal) via austrian-standards.at.
Belgium (NBN)
NSB: Bureau de Normalisation / Bureau voor Normalisatie (NBN). Public enquiry confirmed via the Belgian mirror-committee operator Agoria: prEN 40000-1-1 and prEN 40000-1-2 were published on the NBN portal with enquiry running until 8 December 2025. The prEN 40000-1-3 enquiry ran until 9 February 2026. Instructions: on the NBN portal for public standards and enquiries, select “European Draft Standards” and enter “40000”. Comments are forwarded to the Belgian mirror committee AGORIA-ICT/CCLC013.
Bulgaria (BDS)
NSB: Balgarski institut za standartizatsia (BDS). Designation: prBDS EN. Public enquiry (“obshtestveno dopitvane”) drafts are published at bds-bg.org (the Enquiry_NA directory hosts national-annex drafts). The prEN 40000 entries could not be verified on the portal.
Croatia (HZN)
NSB: Hrvatski zavod za norme (HZN). Designation: nHRN EN. Public enquiry (“javna rasprava”) drafts are available for free viewing and comment via the HZNacrti application (free registration required). The enquiry runs two months, after which comments return to the relevant HZN/TO technical committee. The prEN 40000 entries could not be verified on the portal.
Cyprus (CYS)
NSB: Cyprus Organisation for Standardisation. Designation: CYS EN. Public Enquiry prEN page: cys.org.cy Public Enquiry. CYS publishes draft EN texts for stakeholder comment to set the national position. The prEN 40000 entries could not be verified on the portal.
Czechia (CAS)
NSB: Ceska agentura pro standardizaci (CAS/UNMZ). Designation: CSN EN 40000. Lists of European draft standards for public commenting are published in a dedicated section of the Vestnik UNMZ. Drafts are accessible via the online public commenting system or from the CAS customer centre. Contact normalizace [at] agenturacas.gov.cz.
Denmark (DS)
NSB: Dansk Standard. Designation: DSF/prEN 40000-1-x (the Danish forslag form). Verified webshop entries: DSF/prEN 40000-1-1 (M396905), DSF/prEN 40000-1-2 (M396906), DSF/prEN 40000-1-3 (M398282). DS operates a hearing portal (forslag i hoering) where drafts are open two months for comment. The Danish national position is then set at the next committee meeting.
Estonia (EVS)
NSB: Eesti Standardimis- ja Akrediteerimiskeskus (EVS). Designation: prEN / EVS-EN 40000-1-x. Verified catalogue entries: prEN 40000-1-1, prEN 40000-1-2, prEN 40000-1-3. EVS links a commenting portal from its homepage (“Comment standard drafts in commenting portal”).
Finland (SFS)
NSB: Suomen Standardisoimisliitto (SFS). Verified entry: prEN 40000-10, committee CEN/TC 224, enquiry started (lausuntokierros alkanut) 24 May 2026, deadline (lausuntopyynnon maaraaika) 23 July 2026. Commenting portal: lausunto.sfs.fi. Note: this deadline has passed as of 13 August 2026.
France (AFNOR)
NSB: AFNOR. Designation: PR NF EN 40000-1-x. Verified Norm’Info entries: PR NF EN 40000-1-1 (id 214025), PR NF EN 40000-1-3 (id 211374), and crucially PR NF EN 40000-10 (id 213796) for identity management systems. That vertical is categorised as important products class 1 per Commission Implementing Regulation (EU) 2025/2392 of 28 November 2025 (OJ 1 Dec 2025, in force 21 Dec 2025), which covers products providing authentication, authorisation, or identity-credential lifecycle management. Portal: Norm’Info (registration for full drafts).
Germany (DIN)
NSB: DIN Deutsches Institut fuer Normung. National designation: DIN EN 40000-1-x. Verified DIN Media entries: DIN EN 40000-1-1:2026-03 (draft), DIN EN 40000-1-2:2026-03 (draft), DIN EN 40000-1-3:2026-02 (draft, subsequently replaced by DIN EN 40000-1-3:2026-09). A vertical entry DIN EN 40000-11:2026-06 (cards and security devices for personal identification, standardisation request line 39, national committee NA 043-04-17 AA) was located. Greece (ELOT)
NSB: NQIS/ELOT (Ellinikos Organismos Typopoiisis). Designation: ELOT EN. Public consultation (“Dimosia Krisi”) page: elot.gr protypa se dimosia krisi. ELOT runs a dedicated consultation channel for draft European telecommunications documents (directly relevant to ETSI ENs), plus a standards-development platform. The prEN 40000 entries could not be verified on the portal.
Hungary (MSZT)
NSB: Magyar Szabvanyugyi Testulet. Designation: MSZ EN. Draft-enquiry page: Kidolgozas alatt levo europai szabvanyok. Comments (Hungarian and English) are emailed to szabvtit [at] mszt.hu at least two weeks before the deadline. No standing public catalogue of the CRA drafts was found; ETSI and CEN drafts route through this email-based channel.
Ireland (NSAI)
NSB: National Standards Authority of Ireland. Designation: I.S. EN 40000-1-x. Commenting portal: Your Standards Your Say. Confirmed that draft ETSI ENs (prENs) at public enquiry stage can be viewed on Your Standards Your Say, with comments submitted via the ETSI comment template to standards [at] nsai.ie. The facility is intended for Irish residents.
Italy (UNI)
NSB: UNI Ente Italiano di Normazione (electrotechnical scope handled by CEI). Designation: UNI EN 40000-1-x. EN drafts in enquiry are searchable on the UNI site by project code. European prEN enquiries are handled through UNI, which collects comments, forms the national position and communicates it to CEN. Portal: uni.com public enquiry (inchiesta pubblica finale), with UNINFO (UNI/CT 500) as the federated body for IT and cybersecurity work.
Latvia (LVS)
NSB: Latvijas standarts (LVS). Designation: LVS EN. Public consultation portal: viedoklis.lvs.lv (free registration required to view and comment on draft texts). The prEN 40000 entries could not be verified (login-gated).
Lithuania (LST)
NSB: Lietuvos standartizacijos departamentas (LST), now operating within the Lithuanian accreditation and standardisation agency. Designation: LST EN. Registered users read draft Lithuanian, European and international standards free during public enquiry via the Standartu projektu portalas and submit comments; enquiry typically runs two months. Support via livelink-help [at] lsd.lt. The prEN 40000 entries could not be verified.
Luxembourg (ILNAS)
NSB: ILNAS (Organisme luxembourgeois de normalisation). Designation: ILNAS-EN. Free enquiry drafts page: normes en enquete publique. Drafts in enquiry are readable free on the ILNAS e-Shop. The comment form (ILNAS/OLN/COMM-V01) is emailed to normalisation [at] ilnas.etat.lu.
Malta (MCCAA SMI)
NSB: MCCAA Standards and Metrology Institute (SMI). Designation: SM EN. Public consultation page: mccaa.org.mt/consultation and the Development of Standards page. The public may review draft EN standards at Public Enquiry and Formal Voting stages and submit feedback within 4 weeks by email to the Head of Standardisation.
Netherlands (NEN)

Poland (PKN)

PKN confirms the Ankieta Powszechna covers both prPN-prEN and prPN-prETSI EN drafts, and that the enquiry of EN and ETSI EN projects is simultaneously the enquiry of future Polish Standards. This confirms ETSI EN 304 6xx drafts are listed for national enquiry.
Portugal (IPQ)
NSB: Instituto Portugues da Qualidade. Designation: NP EN. Inquerito publico page: ipq.pt inquerito publico, which maintains separate lists for CEN, CENELEC and ETSI normative documents. Drafts are free to download on request via vendas [at] ipq.pt during enquiry; comments via the official comment-registration form. The prEN 40000 entries could not be verified on the portal, but the presence of a dedicated ETSI drafts list means ETSI EN 304 6xx drafts should surface here during enquiry.
Romania (ASRO)
NSB: Asociatia de Standardizare din Romania. Designation: SR EN. Public enquiry page: asro.ro/ancheta-publica (English: asro.ro/en/public-enquiry). ASRO consults CEN, CENELEC, ETSI and ISO/IEC drafts under public enquiry, with access granted by form and login sent by email; comments to ancheta.publica [at] asro.ro. The prEN 40000 entries could not be independently verified on the credential-gated public listing.
Slovakia (UNMS SR)
NSB: Urad pre normalizaciu, metrologiu a skusobnictvo SR (the former SUTN function). Designation: STN EN. Public consultation portal (“Verejne prerokovanie”): standard.normoff.gov.sk/verejne-prerokovanie, with a supporting topic page at normoff.gov.sk. The prEN 40000 entries could not be verified on the public listing.
Slovenia (SIST)
NSB: Slovenski institut za standardizacijo (SIST). Designation: oSIST prEN 40000-1-x. Verified: oSIST prEN 40000-1-1:2025 and oSIST prEN 40000-1-2:2025 (both dated 01-december-2025), and oSIST prEN 40000-1-3:2026 (01-februar-2026). Spain (UNE)
NSB: Asociacion Espanola de Normalizacion (UNE). Designation: PNE-prEN 40000-1-x. Verified: PNE-prEN 40000-1-1 in the AENOR store, CTN 320 Ciberseguridad, privacidad y proteccion de datos. Public enquiry drafts are announced in the Boletin Oficial del Estado and hosted at srp.une.org. The BOE publishes monthly resolutions listing European and international projects in tramitacion as UNE projects, under Article 4.4 of Regulation (EU) 1025/2012. The BOE resolution of 15 January 2026 lists PNE-prEN 40000-1-3 in informacion publica.
Sweden (SIS)
NSB: Svenska institutet foer standarder (SIS). Verified open entry: prEN 40000-10, committee SIS/TK 448 Personlig identifiering, source CEN, published 27 July 2026, deadline (sista svarsdatum) 7 September 2026. Commenting portal: kommentera.sis.se, contact kommentera [at] sis.se. The SIS/TK 318 CRA page tracks each remiss. Recommendations
- To comment on the currently open CRA drafts, prioritise the confirmed live entry: prEN 40000-10 on SIS (closes 7 September 2026). The SFS window for the same draft closed 23 July 2026. Verify each portal’s live status before relying on it, since dates shift as drafts progress.
- For prEN 40000-1-4, monitor DIN, AFNOR, NEN and DS across the mid-July to mid-November 2026 enquiry window. DIN Media and AFNOR Norm’Info give the most reliable public deep links. Threshold that would change this advice: a DIN Media or Norm’Info entry dated after July 2026 with an explicit Einspruchsfrist or date de fin d’enquete confirms the window is live.
- For ETSI EN 304 6xx comments, route through the national NSO. The most transparent public-facing listings are Ireland (Your Standards Your Say), Poland (pzn.pkn.pl/polls, prPN-prETSI EN) and Portugal (IPQ ETSI list). The authoritative free draft texts remain on the ETSI CYBER-EUSR open repository.
- For the email- or registration-gated portals (HU, RO, SK, CY, EL, LV, LT, LU, MT, BG, HR, plus gated views on ES/NL/DE/FR), contact the listed email or register to confirm the specific CRA draft is in the national queue. Register in advance where free registration is required (LV, LT, HR, DE, NL) so comments can be filed before deadlines.
